ECHA „Guidance for monomers and polymers“ – Änderung Mai 2012

Eine Anpassung der ECHA „Guidance for monomers and polymers“ war u.a. aufgrund eines Urteils des Europäischen Gerichtshofes (EuGH-Urteils C-558/07 – 7. Juli 2009) notwendig geworden.

Danach sind die Mengen des im Produkt verbliebenen, nicht abreagierten Restmonomers bei der Ermittlung der zu registrierenden Menge an Monomeren im Polymer mit berücksichtigt werden. Die aktualisierte Leitlinie stellt klar (vgl. 3.2.1.1, dritter Absatz): “Furthermore, where the polymer includes, in its composition, unreacted monomer (or residues from any other substance within the meaning of Article 6(3)), the quantity of that monomer (or any other substance) also needs to be registered according to Article 6(1). This does not mean that an additional registration for the unreacted monomer is necessary. Both the reacted monomers and unreacted monomer should be covered in the same registration dossier for that monomer substance. This applies also to other substances within the meaning of Article 6(3).” Die Frage, ob der Polymerlebenszyklus im Stoffsicherheitsbericht des Monomers zu berücksichtigen ist, war ausdrücklich nicht Gegenstand der Aktualisierung.
